Digital infrastructure, cybersecurity, resilience and international collaboration were central themes at the recent symposium entitled, “The Role of Digital Services in Ukraine’s Reconstruction”. Held on 15 April 2026, the meeting was jointly organised by IFIP and the Austrian Computer Society (OCG).

Bringing together voices from Ukraine and across Europe, the symposium convened representatives from government, academia, industry and civil society to explore how digital services can accelerate reconstruction efforts while supporting transparency, resilience and long-term sustainability.

Speakers included Kai Rannenberg, IFIP President; Anatolii Marushchak, IFIP General Secretary; Ronald Bieber, OCG General Secretary; Volodymyr Koval, Advisor at the Embassy of Ukraine in the Republic of Austria; Alfred F. Praus, President of the Ukrainian-Austrian Association; Professor Lidiya Lisovska from Lviv Polytechnic National University; Natalia Datsiv from Drohobych City Council; and Karyna Radchenko from Paris Lodron Universität Salzburg.

Several important themes emerged throughout the discussions.

Digital infrastructure as a foundation for recovery

Speakers highlighted that robust digital infrastructure is no longer optional during times of crisis. Ukraine’s experience has demonstrated that digital systems are essential for maintaining continuity of government services, supporting communities, and enabling effective long-term reconstruction.

From eGovernment to resilient digital ecosystems

The symposium explored Ukraine’s progress in digital governance and the ongoing challenges involved in aligning with European frameworks, particularly in areas such as cybersecurity, interoperability, digital trust, and regulatory harmonisation.

Innovation accelerated by adversity

Presenters shared how wartime conditions have accelerated digital innovation across Ukraine, creating valuable lessons in adaptability and resilience that extend beyond national borders. Participants noted that many of these innovations may influence broader approaches to digital transformation internationally.

EU integration shaping reconstruction

Alignment with EU regulations, including cybersecurity standards and the Digital Services Act, was identified as a critical component of Ukraine’s digital reconstruction strategy and long-term direction.

A recurring message throughout the symposium was the importance of practical collaboration and implementation-focused partnerships. Discussions consistently moved beyond high-level policy toward concrete actions capable of supporting Ukraine’s digital future.

The event also reinforced the growing importance of addressing technology, governance, and societal needs together, an approach closely aligned with IFIP’s ongoing mission and activities.
